National Innovation Fund

Bulgaria’s membership in the European Union suggests raising the competitiveness of Bulgarian enterprises and their ability to cope with competitive pressure and market forces.

The industry’s competitive advantage could be achieved through the development, implementation and dissemination of innovation. It is necessary to carry out a targeted policy aimed at stimulating the innovation activities of enterprises. Economic growth and productivity strongly depend on the speed and efficiency of dissemination of innovation in the national economy. Innovative solutions need to penetrate all spheres.

To achieve this goal the Council of Ministers has adopted the Innovation Strategy of the Republic of Bulgaria by Decision No 723 of 8 September 2004, as amended by Decision No 385 of 22 May 2006.

The main goal of the National Innovation Fund is to promote the scientific and research and development activities. The direct objective of the Fund is to promote the implementation of scientific and research and development projects and projects for technical feasibility with the aim of acquiring new or improved products, processes or services designed to raise the economic efficiency, improve the innovative potential and technological level of enterprises, increase private investment and enhance the dynamics of innovative processes.

The Fund aims to improve the market outcome for enterprises and society, expressed in better prices for higher quality, increased production volume, reduced use of resources and increased investment in efficient enterprises.

By Order No RD-16-586 of 12 June 2009 of the Minister of Economy, Energy and Tourism the Rules for management of the 2009 National Innovation Fund have been validated. By letter No 04-17-321 of 8 June 2009 the Ministry of Finance expressed its opinion that the „Financial scheme to support innovative enterprises by using the resources of the National Innovation Fund“ meets the basic criteria of group exemption rules in the period until 31 December 2013.

By Order No RD-16-1389 of 15 December 2011 of the Minister of Economy, Energy and Tourism the Rules for management of the resources of the 2009 National Innovation Fund have been amended to provide an opportunity for Bulgarian companies and research institutes to apply and get funding under EUROSTARS Joint Programme.

What types of projects are funded?

Scientific and research and development projects – for those projects the maximum grant is BGN 500000 (€ 255623) for a period of implementation from 12 to 36 months;

  • Projects for technical feasibility – for those projects the maximum grant is up to BGN 50000 (€ 25562) for a period of implementation up to 1 year.

Intensity of grants – it is calculated based on eligible project costs and should not exceed:

  • 50% – for industrial research;
  • 25% – for experimental development;

1 Not a single enterprise must bear more than 70% of eligible project costs.

2 Research institutes shall bear at least 10% of eligible project costs.

The overall activity in relation to administering the National Innovation Fund is performed by Bulgarian small and medium enterprises promotion agency (BSMEPA).
